Geddes Brings Expertise in Public-Private Partnerships to MPA Curriculum

Richard Geddes, associate professor in the Department of Policy Analysis and Management, joined CIPA as a core faculty member this semester. "CIPA is fortunate to have him," says CIPA Director Norman Uphoff. "Since receiving his PhD in economics from the University of Chicago in 1991, Rick has had a broad range of engagements with public policy and public affairs that help him make strong connections between theory and practice."
In particular, Uphoff notes that Geddes served as a senior staff economist on the President's Council of Economic Advisors in Washington, DC from 2004-05, and as a commissioner on the National Surface Transportation Policy Revenue Study Commission, which submitted a report to Congress in January of 2008.
Geddes is eager to strengthen his ties with CIPA. "I am very excited about joining the program as a core faculty member. CIPA's broad focus on government-private sector interaction fits well with my own professional interests in public-private partnerships, infrastructure investment, state-owned enterprises, and creative approaches to government-private cooperation," says Geddes. "I have already advised a number of CIPA Fellows, and have had the pleasure of Fellows participating in my classes. Some have conducted research on the above issues. Interacting with them has been an enormously rewarding and positive experience."
Geddes will be teaching a course on 'Government and the Marketplace' (PAM 2470) in the fall of 2012, which will be a CIPA core foundation course.
Geddes' research and application experience is broad ranging. He has served as a visiting faculty fellow at Yale Law School (1995-96); a national fellow at the Hoover Institution at Stanford University (1999-2000); and a visiting scholar at the American Enterprise Institution, studying reform of the US postal service (2002-03). During 2009-10, he was a Fulbright Senior Scholar in Australia and worked with the Australian Government's Productivity Commission. Currently, he is a research associate with the Mineta Transportation Institute.
Geddes' research focuses on public policies toward infrastructure across a variety of sectors, with an emphasis on issues relating to public-private partnerships. His courses on 'Government and the Marketplace' and on 'Corporations, Shareholders and Policy' deal with subjects increasingly relevant to public affairs agendas. He also pursues research on the economics of women's property rights and the application of the concept of 'competitive neutrality' in the infrastructure space.
